Provincial Nominee Program (PNP)

Provincial nomination can be a quick route to Canadian permanent residence, and an easy one to get wrong. Each province sets its own streams, scoring, fees and employer rules, and several changed in 2026. White Swan Immigration Consultants, a Richmond, BC firm led by a licensed RCIC, helps applicants in Canada and overseas choose a realistic stream, prepare an accurate file and carry it through to the PR application with IRCC.

What is the Provincial Nominee Program (PNP)?

The PNP lets every Canadian province and territory except Quebec and Nunavut nominate people whose skills fit its labour needs. A nomination is not permanent residence: you then apply to IRCC, which checks admissibility, including your medical exam and police certificates. Since March 30, 2026, provinces alone assess whether you intend to settle there and can become economically established, so the provincial file matters more than before. (IRCC)

Express Entry-linked streams add 600 CRS points to your profile, which IRCC says is enough to be invited at the next applicable round. Base streams use a separate paper-based PR application. IRCC’s August 2026 update showed about 7 months for the first and about 13 months for the second.

How White Swan supports your nomination

  1.     Eligibility assessment. We compare your language results, education, work history, job offer, age and funds with current criteria, and tell you honestly if a PNP is not your best route.
  2.     Stream plan and registration. We choose the province and stream, then check that every point you claim can be documented before you register or apply.
  3.     Documents and employer coordination. We review your evidence for consistency and explain what your employer must provide.
  4.     Nomination to PR. We prepare your IRCC application, include your family, and support you through any document requests until a decision.

We do not guarantee nominations or PR, and we never ask you to pay provincial fees outside the province’s official portal.

PNP applicants in Pakistan: what to start early

Most worker streams are built around a job offer from an employer in the province, so the order of work matters.

  •     Language test (IELTS General Training, CELPIP, or TEF/TCF) and its validity period.
  •     Education assessment from an IRCC-designated organization where required. Some ask for HEC attestation of Pakistani degrees.
  •     Police certificates for every country you lived in for six months or more since age 18. Pakistani provincial police issue them; see IRCC’s Pakistan page.
  •     Civil and work records with names and dates that match across every document.

Verify any consultant on the CICC public register before you pay.

Frequently asked questions

What is the Provincial Nominee Program, and who is it for?

The PNP lets Canadian provinces and territories (except Quebec and Nunavut) nominate people for permanent residence based on local labour needs. It suits skilled workers who plan to live and work in the nominating province. A nomination is not PR: you then apply to IRCC, which makes the final decision.

Do I need a job offer to apply for a PNP?

For most current worker streams, yes. BC, Ontario (except self-employed physicians), Alberta’s Opportunity Stream, Saskatchewan and Newfoundland and Labrador all rely on an eligible job offer from an employer in the province. Alberta’s Express Entry Stream works by invitation. Confirm the stream’s rules before spending on tests or fees.

How many CRS points does a nomination add, and does it guarantee PR?

An Express Entry-linked nomination adds 600 CRS points, and IRCC says that is enough to be invited at the next applicable round. It does not guarantee PR: you must still file a complete application, be admissible and be approved by IRCC.

How long does the PNP process take?

IRCC’s August 2026 update showed about 7 months for Express Entry-linked PNP applications and about 13 months for base applications. Provincial decisions come first: BC reports about three months for 80% of cases. These are estimates, not promises.

How much do PNP government fees cost?

IRCC charges $990 for the principal applicant and for an accompanying spouse, $270 per child, plus a $600 Right of Permanent Residence Fee for you and your spouse (effective April 30, 2026). Provincial fees are extra, for example $1,750 in BC and $500 in Saskatchewan.

Can I apply for a PNP from Pakistan?

Sometimes, depending on the stream. Most worker streams are built around a job offer from an employer in the province or an invitation tied to your profile. If you live in Pakistan, confirm each stream’s rules, then start language results, credential assessments and police certificates early.

Which province is best for a PNP?

None is best for everyone. It depends on your occupation, job offer, language results, education and where you want to live. We compare your profile with current criteria before recommending a province.

Can an immigration consultant guarantee my nomination?

No. Only provincial and federal officers decide. Anyone who guarantees approval or asks you to pay provincial fees outside the official portal is a red flag. Confirm that your consultant is a licensed RCIC or lawyer on the CICC public register.
