Ontario Workforce Priority Stream 2026: What Applicants Need to Know

Quick Answer

The OWP stream is for workers with a full-time, permanent job offer in Ontario. The job can be at any skill level. Self-employed physicians who qualify can apply without a job offer. Your employer starts the process. Ontario invites the profiles with the highest scores. Ontario nominates you. Then Immigration, Refugees and Citizenship Canada (IRCC) makes the final decision on permanent residence.

What is the Ontario Workforce Priority stream?

The OWP stream is the main OINP stream for workers who have a job offer in Ontario. Ontario closed eight older streams. These included the Master’s Graduate and PhD Graduate streams. So graduates who want to use the OWP stream now need a job offer that qualifies. Self-employed physicians are the only people who can apply without one.

Ontario calls this Phase 1 of a two-phase change. It has not shared Phase 2 yet. The changes took effect on June 25, 2026. Ontario announced them on June 26.

An expression of interest (EOI) is a free profile. It puts you in Ontario’s pool of candidates. When the new rules started, Ontario removed some old EOIs and job offers automatically. These were the ones that had not led to an invitation. You must register a new EOI. Your employer must send in a new job offer. However, applications sent in after an invitation stay under the old rules.

Who can apply to the OWP stream?

You can apply through one of three pathways. Your job and skills decide which one fits you. TEER is the skill level of a job in Canada’s National Occupational Classification (NOC). CLB is the Canadian Language Benchmark scale.

Pathway Work experience (pick one) Language Education
TEER 0 to 3 job offer 6 months in the job-offer role in the last 12 months. Or 3 months, if you are a recent Ontario graduate. Or 2 years in the same NOC in the last 5 years. Or a licence that the job requires. CLB 6 in all four skills (CLB 5 for listed trades). Recent Ontario graduates do not need a test. A college or university credential that took at least 1 year. High school for listed trades. NOC 33102 has its own college certificate rule.
TEER 4 to 5 job offer 9 months in the role within the last 2 years CLB 4 in all four skills High school diploma
Self-employed physician None listed None listed None listed

Keep these extra rules in mind when you check which pathway fits you:

  • The 6-month and 3-month options must be paid, full-time work done in a row. The work must be in the same job type, with the same employer, at the same place as your job offer.
  • Recent Ontario graduates must have finished a qualifying credential in the last 3 years. This includes a 2-year diploma or degree, an Ontario College Graduate Certificate, a Master’s, or a PhD.
  • Truck and bus drivers (NOC 73300 and 73301) must meet the 6-month rule. This is true even if they have a licence.
  • Physicians need an independent, academic, or provisional certificate from the College of Physicians and Surgeons of Ontario. They must also be able to bill OHIP.
  • Accepted tests: IELTS General Training, CELPIP General, PTE Core, TEF Canada, and TCF Canada.
  • Foreign education needs an Educational Credential Assessment (ECA). The ECA must be less than 5 years old.

Self-employed workers and contract workers with no employer do not qualify. The only exception is self-employed physicians who qualify.

What does your employer need?

Your employer must meet Ontario’s rules before you register. Check the OINP Employer Guide first to see the requirements.

  • The business must have run for 3 years. It must have a location in Ontario. It must have no open orders under the Employment Standards Act or OHSA.
  • Revenue must be at least $1,000,000 in the GTA, $500,000 in 14 named areas, or $250,000 in each of the last two years in other places.
  • Rural employers have lower revenue limits. Ontario says rural means a census division with fewer than 150,000 people.
  • The location needs 5 full-time Canadian or PR employees in the GTA, or 3 elsewhere.
  • The job must be full-time and permanent. It must pay at least the median wage for the region.
  • Your employer must show it tried to recruit workers if you live outside Canada or work outside Ontario. This means using two methods for 4 weeks or more. There are two exceptions. You may already be able to work in Ontario. Or your employer may have a positive LMIA for the same job.

Check the current guide before you rely on a number. Employer rules can block an application just as easily as a problem with your own profile.

How does the OWP points system work?

Ontario gives each EOI a score. It invites the candidates with the highest scores. The biggest factors are Ontario work experience (up to 18 points), wage (15), language (15), and job region (15). Northern Ontario earns the most region points. Toronto earns none.

On October 5, 2026, Ontario raised the top earnings level. If you earn $80,000 or more in one year, you now get 10 points. Ontario applied this change to existing EOIs automatically.

The listed factors add up to 132 points. But Ontario does not publish an official top score. The pages reviewed also list no OWP cutoff score.

How do you apply to the OWP stream?

Follow these five steps:

  1. Your employer sends a job offer in the Employer Portal.
  2. You register an EOI within 30 days.
  3. If you are invited, your employer applies within 14 days.
  4. After your employer applies, you send your application and pay within 17 days.
  5. If Ontario nominates you, you apply to IRCC for permanent residence within 6 months.

The fee is $1,500 outside the GTA and $2,000 inside it. The OWP stream is an OINP stream. It is not an Express Entry program. But TEER 0 to 3 applicants and physicians can choose to be nominated through Express Entry if they meet federal rules. This adds 600 points to their CRS score. TEER 4 to 5 applicants cannot use this option.

What mistakes can cost you an application?

Avoid these mistakes. They can hurt your application or cost you money:

  • Missing a deadline removes your EOI. Ontario cannot bring it back.
  • Changing the NOC or wage means a new job offer and a new EOI.
  • Wrong claims in your EOI can lead to a refusal or penalties.
  • The fee usually cannot be refunded after Ontario confirms your application is complete and starts work on it. But you get a refund if your application is incomplete. You also get one if you withdraw before Ontario starts work on it.

FAQs

Is the OWP stream open?

Yes. The EOI portal opened on August 4, 2026. As of October 7, Ontario’s 2026 updates page listed no OWP invitation round. Check Ontario’s invitations page for the latest results.

Do you need a job offer?

Yes, unless you are a self-employed physician who qualifies. Your employer must send in the job offer first.

Can you apply from outside Canada?

Yes, if you have a job offer that qualifies. Your employer must show its efforts to recruit workers. The exceptions are if you can already work in Ontario or your employer has a positive LMIA for the job.

What score do you need?

Ontario has not published an OWP cutoff score. Cutoff scores from the old streams do not apply.

Conclusion

The Ontario Workforce Priority stream replaced eight OINP streams in 2026. Before you register your EOI, check your employer’s eligibility. Make sure you meet the rules for your pathway. Then build your score. Read the official Ontario.ca pages before you apply, because the rules have changed several times since June.
